About Us
The Service Centre for Continuous Learning and Employment (SECLE) promotes the competence development of working-age people and the availability of skilled labour throughout society.
SECLE promotes the possibilities of people of working age to develop their own skills by funding training, which is shorter in duration than a degree and which corresponds to the needs of the constantly changing working life. SECLE makes use of foresight data and situation pictures to define which trainings are to be funded. The objective is that study and careers guidance for participants, as well as other necessary support measures are also included in all funded training.
Through its operations and funding, SECLE also advances the development of effective and impactful models for continuous learning within the education system. SECLE also procures research data for improving the effectiveness of training for people of working age and the cost-effectiveness of investments in training and education. SECLE's objective is for information on society's future skills needs and possibilities for continuous learning to be easily, accessibly and extensively available online.

- finances short-term education and training intended for working-age people
- develops information, guidance and counselling services
- supports regional and other cooperation
- advances the effectiveness of continuous learning.

SECLE is a public authority operating under the guidance of two ministries
The Service Centre for Continuous Learning and Employment is an independent public authority. SECLE is jointly guided by the Ministry of Education and Culture and the Ministry of Economic Affairs and Employment in Finland. Administratively, SECLE operates as a separate organisational unit under the Finnish National Agency for Education.
SECLE currently employs 15 people.
SECLE is located in the premises of the Finnish National Agency for Education in Hakaniemi, Helsinki.
The Council of Continuous Learning and Employment
The Council of Continuous Learning and Employment set by the Finnish Government steers and supports the operations of the Service Centre for Continuous Learning and Employment. The members of the council represent working life and central ministries. The council's term is for five years.
The council
- steers SECLE’s strategic planning
- decides on extensive or significant statements and initiatives
- proposes a development plan for SECLE's operations, as well as plausible changes to the plan, and
- decides on the priorities in SECLE's yearly plan of activities.
