Continuous Learning and Employment

Skills are the best security against changes in work, technology, and the world at large. We need new kinds of skills, individual educational pathways and updating of competence. These needs are catered to by Continuous Learning.

Continuous learning means continuous development and developing of skills throughout one's lifespan. One part of continuous learning is made up of goal-oriented accumulation of knowledge and skills organised in different ways, whereas another part consists of development in daily life.

Filling Gaps in the Education System

Before the Finnish Parliamentary Reform of Continuous Learning (2019–2023), Finland lacked a comprehensive strategy for Continuous Learning. Gaps in the Supply of Education were an issue that needed to be resolved, as were the limited opportunities for upskilling and re-skilling for the working age population, and the limited availability of short-term training relevant to the labour market. The supply on the labour market was poorly aligned with its needs, with Continuing Education inequitably targeted. Amongst the OECD economies, Finland sported the biggest difference in participation in learning between adults with low vs. high basic skills.

Established by the Act on the Service Centre for Continuous Learning and Employment in 2021, enter the Service Centre for Continuous Learning and Employment (SECLE) to provide solutions and channel resources into bridging the gap between the demand and supply of skilled labour on the labour market through Continuous Learning.

We finance training that is shorter in duration than a degree and based on the labour market's needs:

  • Acute skills needs for already existing work (Care Assistants)
  • Where new expertise is needed, and training doesn’t yet exist (Hydrogen and Battery Technology)
  • Where changes in the labour market require re- and upskilling (for example, from cash handling jobs to online retail)
  • Policy Pilot Projects (Micro-credentials, Studying While Working, Mothers on Prolonged Child Home Care Allowance)
