How we use participants’ data in this study

Mothers’ Career Coaching Experiment

1. People invited to participate in the study receive child home care allowance

Kela has sent an invitation to participate in this study and coaching to approximately 5 000 mothers, who have recently received child home care allowance. Kela has retrieved the contact details from its customer data system.

 

2. Processing personal data is allowed in accordance with the European Union’s general data protection regulation

Basis for processing personal data: Public interest, as defined by the European Union’s general data protection regulation (number of the regulation: 2016/679).

 

3. The research material consists of register data, enquiries, and coaching

Through this study, we look into the plausible effects of coaching through the following material: 

  • register data
  • enquiries
  • information gathered during the coaching.

 

Register data

This study uses data from Statistics Finland’s and Finnish National Agency for Education’s register data. Statistics Finland connects the enquiry responses to the persons’ background information and information on the household. These data concern the participants’ 

  • demographic information: gender, year of birth, civil status, country of birth, municipality of birth, origin, citizenship, mother tongue, municipality of residence, plausible immigration and year of emigration, number of children, age of youngest child, spouse’s origin
  • household as a housing unit: size and composition, number of adults and persons of working age, age of youngest member of household, earned and entrepreneurial income, available financial income, earned income in national taxation, received income transfer and taxes paid, family benefits, pension security, income deciles
  • employment: main activity, occupational code, industry, occupational status, sector, municipality of workplace, number of unemployment days, commuting
  • annual training: education code and date of completion for training completed by the person during and prior to the year in question; data on student enrolment in September during the year in question and the related education’s type of education
  • education search provided by the Finnish National Agency for Education: application year and period, applicant group, type of education, education codes and application procedures, as well as status of student admissions and selection
  • achievements related to studies: completed study weeks, study credits, courses and competence points per month, as well as related type of achievement, education and level of education
  • Koski module’s real-time data on study rights and study periods in upper secondary education, as well as manner of completing the education
  • income and benefits: annual data on earned and entrepreneurial income, available financial income, earned income in national taxation, received income transfer and taxes paid, child home care allowance and partial care allowance, parental allowance, social assistance, student aid, unemployment benefits
  • Income Register data: real-time monthly payment-type-specific data on salary, pensions, and benefits according to payment date, as well as a protected company identifier.

The Labour Institute for Economic Research Labore surveys the register data from years 2010–2037.

Enquiries

The preliminary enquiry and the final enquiry are part of the research data. You fill in the enquiries together with your coach. The enquiries contain questions about you and your situation in life. In the enquiries, you can also share your thoughts on your life management and your situation in working life. People participating in the coaching and people belonging to the control group answer and fill in the enquiries.

 

Data collected through the coaching

In this study, we use data on how many hours each mother’s coaching lasts. In this study, we process your sensitive personal data.

To this data belong 

  • your mother tongue
  • your country of birth
  • your citizenship
  • data on your receiving social assistance. 

 

4. Participating is voluntary

Participating in the study, in drawing lots for the coaching and in the coaching itself is voluntary. Even if you give your contact details and the coaching enterprise calls you, you do not have to fill in the preliminary enquiry, nor the agreement form. 

 

5. How to interrupt participation and deny the use of your data

If you participate in coaching, you may interrupt the coaching at any time. Tell your wish to do so to your coach or to SECLE. 

We will use your data in the study even if you were not to participate in the coaching. You have the right to deny the use of your data. You can deny the use of your data before 30 days have passed after you have received the final enquiry to fill in. 

If you belong to the control group, and are not participating in the coaching, your data will be used for the study. You have the right to deny the use of your data. You can deny the use of your data before 30 days have passed after you have received the final enquiry to fill in. 

How to deny the use of your personal data:

Send an e-mail or letter to SECLE or Labore. Tell us that you want to deny the use of your data in research.

Even if you refuse to participate in the study, interrupt the coaching or deny the use of your data, you can attend to your matters with authorities and find support and services normally now and in the future.

 

6. With the form, you agree to your data being used for research

When you have given your contact details on the web page, the coaching enterprise calls you within a few days at the latest. During the call, your coach guides you in filling in an agreement form, with which you agree to the research study. You can also agree on a meeting, where you fill in and sign the form. You will also fill in a preliminary enquiry.

By signing the agreement form, you agree to 

  • your information being used for drawing lots for deciding the people participating in the coaching
  • a coach contacting you and agreeing on starting the coaching
  • a coach contacting you and filling in the final enquiry with you
  • SECLE storing data concerning you, given by you in the preliminary and final enquiries and in coaching, until December 31st 2028
  • Labore collecting register data concerning you from Statistics Finland’s registers from years 2010–2037
  • researchers from Labore and Kela processing data given by you in the preliminary enquiry and final enquiry
  • researchers from Labore and Kela connecting data given by you to register data for research purposes
  • Statistics Finland storing research data collected on you for scientific research until December 31st 2040. This is the latest date, when Statistics Finland will remove all the described data from its register.

In addition to this, you can separately give your consent to SECLE passing on data from the preliminary enquiry and the final enquiry as well as data on the coaching to the Finnish Social Science Data Archive for other research. You can not be identified from the data passed on to the archive.

 

7. Lots are drawn for people participating in the coaching and people belonging to the control group

Lots are drawn every week amongst the people, who have filled in the preliminary enquiry and the agreement form. Lots are drawn for the people, who get to participate in the coaching. Half of the people participating in the drawing of lots get to participate in the coaching. Other people will remain in the study’s control group. With the help of the control group, effects of the coaching can be compared. The control group is an important part of reliable research. 

The coach will tell you, which group you have been chosen for. Labore surveys register data on all people participating in the research study. All participants also fill in the final enquiry. 

 

8. Data collected on you is not passed on to others

Your data is confidential.

Information collected on you are processed only by researchers who are part of the study at Labore and Kela. They are bound by obligation of confidentiality meaning that they are not allowed to pass on your information to others.

We publish results of the research after the coaching has concluded. We publish the results online. Individual people cannot be identified from the results.
