Impact

We assess the impact and outcomes of learning services that have been financed by us. This helps us in developing our operations and in increasing their transparency. Advancing continuous learning in Finland in general is at the core of our impact assessment.

Impact is assessed through follow-up on learning services that have been financed by SECLE, as well as through tracking the outcomes of these learning services.

Since 2022, over 150 education providers have organised training funded by SECLE. Over 30 000 students have already participated in these trainings. 

Below is a list of measures and procedures related to the follow-up on learning services. 

• Continuous Data Collection from all funded Education Provision:
  • Student Background Information Form (~20 questions, ~21 000 responses)
  • Student Feedback Form (~10 questions, ~6000 responses)
  • Data on Student Enrollment & Completed Credits
  • Project Reports (Interim & Final)
• Analysis based on National Registry Data
  • Changes in income during participation in SECLE-funded training etc.
• Controlled Trials and Other Research
  • e.g. Research on underrepresented groups in education and training

To evaluate if SECLE is focusing on the right things, we make use of the following:

• Interview Study (Main Stakeholder Groups)
• Survey (Industry Groups and Labour Market Parties)

To measure the quality of SECLE’s processes, we make use of the following:

• Feedback Survey (Education Providers)
• Web Analytics, Retriever Media Tracking, Feedback
• Tracking planned/enrolled students/attainment through:
  • SECLE’s Data System
  • National Student Data Systems (Koski & Virta)
• Direct Outcomes measured through:
  1. Enrollment & Statistics Finland Data (Employment Status, Income, Type of Employment)
  2. SECLE’S Data System (Student Feedback)

To measure the outcomes and cost efficiency of SECLE-funded learning services, we make use of the following:
