Our anticipation data reporting system combines important information on skills supply and anticipated demand
Skills Needs Compass
The Skills Needs Compass is a data service developed by us to offer insights into the skill requirements in Finland's evolving job market.
The service aims to proactively support the alignment of skills supply with labour market demands, contribute to the development of continuous learning services and promote knowledge-driven decision-making.
Content of the website
The Skills Needs Compass features data on labour market skills needs extracted and refined from big data with the help of AI.
The service also provides data on
- labour market transitions
- occupations and employees
- completed qualifications in vocational and higher education
- skills developed in education leading to a qualification.
To support the use of the data, the service offers learning and support materials tailored for different target groups. We also publish articles that analyse the data and discuss themes related to skills, skills needs and skills anticipation.
The Skills Needs Compass is an innovative tool that aims to address challenges of labour force and skills mismatch and improve knowledge-driven management. By combining different sources of information, it provides a more comprehensive view of a certain topic or phenomenon.

Language versions of the website
For the time being, the Skills Needs Compass is only available in Finnish. However, we strive to expand the range of languages available in the future.
Supporting continuous learning and employment
The Skills Needs Compass is part of the statutory task of the Service Centre for Continuous Learning and Employment in analysing anticipation data on skills and labour needs in working life. The development and maintenance of the service is a central and concrete part of fulfilling this task.
Target groups of the website
The service is primarily designed for education service providers, as well as those offering information, guidance and counselling services.
Education providers can use the data to develop their service offerings in line with labour market demands, while career practitioners can support individuals in making informed decisions about learning and work.
Additionally, the data in the Skills Needs Compass is useful for regional employment services, actors in regional anticipation, businesses and state administration.
Background
The Skills Needs Compass is part of the Anticipation Data Service project initiated in 2022. The aim of the project is to develop a novel reporting system for the anticipation of short and medium-term labour and skills needs.
The beta version of the Skills Needs Compass was launched in December 2023. The service and its content will be further developed until summer 2025.
The project is being developed with the support of the European Union's Recovery and Resilience Facility (RRF).
